The schemes at a glance

Three public schemes currently finance new businesses: ANADE (formerly ANSEJ, also called NESDA) for projects up to DZD 10 million, ANGEM for micro-projects up to DZD 1 million, and the start-up label for innovative companies. CNAC, which used to finance unemployed people aged 30 to 55, has not taken new projects since 2022: its files were transferred to ANADE.

ANADE: up to DZD 10 million

Since an executive decree of January 2022, ANADE has been open to project holders aged 18 to 55. You need a diploma, a qualification or recognised skills in the activity, and must never have received start-up aid before. The most common financing is three-way:

  • Unemployed people and students: 5% personal contribution, 25% interest-free loan from ANADE, 70% bank loan
  • Other profiles (employees, traders, liberal professions): 15% contribution, 15% ANADE loan, 70% bank loan
  • The interest on the bank loan is fully covered
  • An 18-month deferral before repaying the bank loan

ANGEM: microcredit up to DZD 1 million

ANGEM is for people aged 18 and over with no income or a low, irregular income, who have skills in the intended activity. Two options:

  • Raw materials: interest-free loan up to DZD 100,000 (up to DZD 250,000 in the southern wilayas), with no contribution and no bank
  • Starting an activity up to DZD 1,000,000: 1% contribution, 29% interest-free ANGEM loan, 70% bank loan with interest covered
  • Bank loan repaid over 8 years, with a 3-year deferral

Tax benefits for supported projects

Activities financed by ANADE or ANGEM are exempt from tax (IFU, IRG or IBS) for 3 years from the start of operations, 6 years in areas to be promoted and up to 10 years in some southern areas. This period is extended by 2 years if you commit to hiring at least 3 permanent employees. For businesses under the IFU, the DZD 30,000 minimum remains due.

Already in business? The NESDA Extension programme

Launched in September 2026, NESDA Extension finances up to DZD 10 million to grow an existing business: machines, a new production line, a new activity. It targets entrepreneurs aged 20 to 58 with at least two years of activity, including former ANGEM or CNAC beneficiaries, and includes a mandatory 5-day training course.

The start-up label for innovative projects

A company less than 8 years old with an innovative model can apply for the start-up label on the startup.dz platform. It is granted by a national committee and gives a profit tax (or IFU) exemption for 4 years, extended by 2 years if the label is renewed, as well as access to the public Algerian Startup Fund.

Before you apply

Each agency sets its own amounts and conditions and alone decides whether to grant aid, and the ministry announced a review of the ceilings in 2025. Check your eligibility, prepare a realistic financing plan and contact the office in your wilaya.
